been trying for 1 month now. Can't reach TSC INS phone

Wife has already received pastic card 2 months ago. My card has already taken 6 months. I can't reach their phone (always busy!).
Even tried calling half an hour before their office opens ( Texas time 8AM), and thought of holding on to the line until 8AM when I can get connected to someone. But even at 730AM texas time, the phone was BUSY!!

Has anyone ever found a time/method by which it was possible to get through to TSC to talk to some INS officer over phone ?

Got through... here is how..

# to dial (214) 381-1423..
Started dialing from 7.11AM texas time.
I am in California. That was 5:11AM. *yawn*.
Got a ring at 7:33AM and stayed connected.
At 8:30AM, got through to an INS officer.
