i have a freind who has a green card in usa.he has recently got married( last 9 months).can his wife join him in the usa-and if so whats the documentation-the woman has no working knowledge of english

The petition is submitted to USCIS in the U.S., usually.
He can attempt to do a Direct Consular Submittal (DCF), but various consulates have different policies and restrictions on DCF submittals.
The default interview language is English, but she can request an interpreter to be provided by the consulate, which is normally done for standard languages in the area of the interview.
