Is there any risk of not receiving Permanent Residency after a successful POE? Did anyone hear about such a case? Can 9/11 create such cases in your opinion?

No. You get PR status when you go through POE and not after.
Only possibility is that PR status is revoked for some reason and that is unusual.
Further more, after successful CP, there is no reason why POE will not 'work'. -

I entered on 9/11 (about 4 hours after the second building colapsed) and had no problems (all up it took me 20 seconds to get the stamp). Unles they change the law concerning admissability there should be no changes.
The stamp IS the GC since you are admitted as a lawfull permanent resident when you show up with you Immigrant Visa.Comment
