Confusion about I-90 question..

Hi,
I have a query regarding a question in the I-90 form.
Under Part 3. Processing Information in the foem is a question
"City of Residence where you applied for an
Immigrant Visa or Adjustment of Status"

Should I write Mumbai (where I did CP) or should I write San Jose (where I live)?

The next question in the form is
"Consulate where Immigrant Visa was issued or INS office where status was Adjusted"

The answer to this is Mumbai. Hence my confusion regd. the previous question in the form.
