If your question is about obtaining GC then
If you put a million $ for new business, you can get GC.
If you can claim 'extraordinary ability' you can get GC that way.

      No, No, No,

My Question is after getting GC. How to open a consulting company, so that we can bill our jobs ourself.

      I think I am clear.

      Thanx TL

The basic stuff is simple. If you do it all yourself, you can just start working as a contractor, and bill the companies you work for. At the end of the year, you will get a 1099 from each company you worked for, and you declare that in your tax return. You can get a tax id from IRS, but it is not required at this level. Note that your tax bill will be quite high, so in the following years you will have to pay estimated taxes based on your average income.
If you hire people to do work for you, it becomes more complicated. You need to get a tax id, and you may need to get a business permit from your city.
Finally, if you want to incorporate, that's more expensive, sinc you need to develop bylaws. There are lots of lawyers specialized in this, who have a set of prepared bylaws already. Expect to pay a couple thousand dollars (at least in CA). Lots of companies incorporate in Delaware, because the Delaware incorporation laws are very business friendly.
In any case, for anything that involves more than yourself you should consult a lawyer.
And unless you plan to spend a considerable amount of time with programs like TurboTax and Quicken, you should consider using a CPA (Certified Public Accountant).

              No problem

One more thing: this is certainly not for the faint of heart.
You should have enough money to survive for a while. I know contractors who had bad years when they billed only $2000 for the whole year.
I personally do some contracting on the side (that's why I know a bit about it), but I wouldn't want to do that fulltime.
You also will have the problem of actually finding clients. That's a very hard job. Customers don't just come to your door. You have to do networking, keep a contact list with all the decision makers you meet. There are organizations like the Independent Computer Consultants Association (www.icca.org/) which may help to get a foot in the door.
