Hello I just need to know that I want to sponsor my mother and I just received my green-card. So how much time will it take for her to become a citizen once I get her applied for citizenship and is it possible that when she becomes a citizen, she can sponsor her children who are outside U.S.A. THANKS

You cannot petition your mother until you are a U.S. citizen (are naturalized).

When you have U.S. citizenship, you can petition your mother. It will then take about 10 months for her to come to the U.S.
When she arrives in the U.S. she can her children. Children under 2 will take about 2 years to get visas. If 21 or older, it will take around 10 years to get visas (depending on their country of citizenship).
