Can you change the employer before recieving Plastic card

Hi,

I had the I-551 stamping in March, so far I have not heard anything from INS about the plastic card.
My attroney does not have any idea about their dispatch mode.

At this situation,Can I change the employer ?

Or Is it advisable to change after 6 months from the date of I-551 stamping irrespective whether I recieve the plastic card or not????

Any advice is really appreciated!
