Alright first of all thank you for any help, and hello everyone first time poster. Ok so my permanent resident card just expired and i wanted to renew it but don't have the money at this time and dont qualify for a fee waiver. also I am moving back to Canada as of January 16th ish but wanted to retain my resident card in case it doesn't work out up there and i could come back. so my question is am i able to file for a replacement card and a reentry permit when i get to Canada? or is it kind of a just need to start over if i want to come back? thank you again for any help 900$ is a lot to come out of pocket right now

Was your card a 2-year Conditional Card, or a 10-year Card?
When was the expiration date?

Being late with paying the $450 renewal fee is not recommended, but not that big a deal.
You can't get a Reentry Permit if the card is expired, but you may not even need the Reentry Permit (not unless you are out of the U.S. a year or more and tell the U.S. immigration officer when you reenter from Canada).
The Green Card renewal doesn't require an interview, but Biometrics can be expected, a couple of weeks after you submit the I-90 for renewal.
My advice is to pay the fee, get your Biometrics, then go to Canada for a while.
