Please Help - Want to apply for Re-permit but Green Card expiring

Hello, my parents want to apply for a re-entry permit now since they want to go to India but can only come back to USA after 2 years. However, their green card expires in Jan 2017.

1. If I apply for the re-entry permit now, will they receive it given that their green card is expiring?
2. Do they need to be in the US to renew the green card or can they renew it from India?

They can apply for the Re-Entry permit but need to obtain it before leaving the US. Also, they need to apply to have their conditions removed before the GC expires. For that, they don't need to be in the US, but they will most likely need to return to the US for the biometrics appointment and/or any interviews, if applicable. If they tell USCIS that they cannot return to the US, there status might be put "on hold" but frankly, I would just make the trip to save some troubles afterwards.
