Travel without Passport on GreenCard

Hi,

I am a permanent resident and my government has denied me passport so I can't travel outside of united states any more. I have two questions.

1) Is there any possibility to travel without the passport?

2) What rights do I have as the permanent resident? Is travel a basic right and can I take some legal actions against the consulate that denied me my passport?

You can travel to Canada/Mexico by land on green card only. If you need to travel by plane to any country including Mexico/Canada, you need passport. May I know why your country denied your passport? If you got your residency through asylum, they have the right to deny you...because by getting asylum you basically renounced your prior citizenship.
