Reentry <1 year, but with a round trip ticket from Taiwan. Tourist Visa?

Hello,

My wife and I have been in her country for about 7 months due to unforeseen circumstances, and we will be going back to the USA to visit for 3 weeks in January. Since she has a roundtrip ticket, does she risk being denied entry and having GC revoked? If so, is it worthwhile for her to apply for an ESTA (Taiwan's tourist visa for the US)?
