I have a valid re entry permit up to may 2017 i have been outside USA for 9 months now someone told me that even though you had your re entry permit you still need to enter USA befor you complete one year outside USA then you can leave for the second year.

Is that right or wrong? ?

When one has a Reentry Permit, with a two-year expiration, there is no requirement that you must reenter the U.S. before one year has passed. That's the whole point of the Reentry Permit, to allow you to remain outside the U.S. for up to two years.

On top of that, if the person enters U.S. during the first year of absence, the two-year permit is no longer valid as it is meant for a single re-entry (someone correct me if I'm wrong).
