Enter the US before the expiration date of re-entry permit

I wondering if anyone can help me answer these questions below.
1. What will happen to the re-entry permit when a person enter the US before the expiration date?
2. If he/she enter the US while the re-entry permit is still valid, can he/she travel abroad and enter before the expiration date of the re-entry permit?
