GC expired since 5 years- living in India- Visting USA

I have a special situation.
My mother in law's Green card expired 5 years back. My father in law is US citizen. They both live in India.
When she returned to india - she applied for Rentery permit. So, now after 5 years her reentry permist expreid as well green card.

Now, i want to invite my mother in law to USA to visit us for few months only. What is the best and fastest way to get the visa for her?
Should we apply for Visitor visa or is there any way to reactivate the Green card?

Please guide me for this process.
