traveling abroad questionaire

Dear Sir or Madam:

I have read on the news that U.S. citizen travelling abroad has to have a US passport in order to come back to U.S. I have a friend that wanted to visit Cambodia sometimes in 2007. He is a permanent resident alien so he was not able to get a U.S. passport. Would he have to apply for a reentry permit since he is going only for about 4 weeks? If he does have to apply for a reentry permit, please provide me information on how to apply for it?

He does not need reentry permit.

He needs his green card and a passport from his country of citizenship.
