How long - Reentry permit

Hi,

How long it takes for USCIS to process reentry permit application?
i may need to leave US around March 10th and i'm planning to
apply for Reentry permit now. Will i get it before i leave OR
should i give mailing address an overseas address ? Can i give overseas address to receive the Reentry permit ?

Can i just apply and go out of country and receive it thru consulate ?

1) What is the difference if i mention
overseas address or consulate address to receive the RP ?

2) if i mention consulate address to receive RP ? will i get notified when it reaches consulate or i need to followup? any website where i can see status ?

3)i heard one need to be in US to apply for RP ...is it only for applying ? if so , is it must i need to go in person to apply ? i thought i can fillin I131 and send via mail. Please clarify.
