Applying on behalf of someone

Hi,
My daughter filled out an I 131 form for a re-entry permit while she was with me in US in June, and after she left for the UK I found it was incomplete. Can I send it on her behalf even though she is now in UK and the rules state “you must be in the US to file the application”?

You can't do it on behalf of someone else.

An applicant must be in the US to file the application.
