Alien Status question

I have a friend who was married to an American soldier. She is from Germany. He was stationed in NY so the paperwork went through the NY offices. She was married to him for eight years. She has two kids by the husband and she had a son before the marriage. She was approved for legal residency after he was stationed in the NC. After he found out they couldn’t use the Charlotte NC office and they would have to travel to NY to get the paperwork he refused to go. He divorced her behind back so now she still needs the paperwork. The problem is that she was supposed to pick up her papers in 1999. I have to assume that they are expired now. Also her car was stolen and she had her and her son social security cards and all of her other paperwork. Can you point her in the right direction? It a way she can get a copy of her social security cards? Her ex-husband is totally unwilling to helping her. He won’t even bother to look through his old paperwork for copies of her and her sons doucuments.

She does not have a green card. She is living illegally in this country.
