Did I file I-131 correctly?

I sent I-131 form (re-entry permit) recently. As per the instructions of this form, I DID NOT include my photographs.

Now a friend tells me that I should have also attached my photographs with the application.

Am I right in my understanding that you don't have to attach photographs with the Re-entry permit application?

They will call your for Biometrics and take your picture there.
