Marriage After Green Card

Hi,
One of my friend is involved with a guy who has green card and plans to marry him. My friend is in US on a visitor's visa. As per the guy, for four years (from the date he got his green card) he cannot marry a non-permanent resident (some one from his country) and bring her to US.

I need two clarifications

(i) Is there any such restriction?
(ii) Can he marry my friend (already in US with a visitor visa) and convert her visitor visa to dependent visa/ green card?

The wait for a spouse of a LPR is 4-5 years. The wait for a spouse of a US citizen is less than a year.

The non-LPR spouse cannot remain in the US unless he/she has a valid guest worker status H1B/L1. He/she CANNOT remain on a visitor visa and is likely NOT to be readmitted on that visa due the marriage.
