Removal of Condition deemed abandoned

My cousin got her conditional green card but she tried she failed to provide the supplement document on the yellow paper. Her case was deemed abandoned and her conditional GC has now expired.

I thought she can apply again by filing another I-130 and I-485. However on page 2 of the I485 instructions #10L states that Conditional Permanent Resident cannot apply for adjustment of status. Please help on what is the proper steps now to regain her green card. USCIS information line was not very helpful.
