An acquaintance of mine lost his green card nearly a year ago but he never applied for a replacement. He left to Mexico a couple of months ago and now wants to return. Can he still apply for a Transportation Letter even though the green card was lost in the US some time back, or can he file form I-90 for a replacement while he is abroad?
