When I filed my re-entry permit application in US, I did not send in the $80 for biometrix fee. Should I re-send the fee for the same application?

Now I am outside US, should I be excused for the biomatrix requirement?

You need to send the fingerprinting fee along with the application and wait for the fingerprinting appointment, get fingerprinted and then leave US.
Otherwise, your reentry permit application is invalid.

Before I left 1 month ago to leave China to work, I filed a re-entry permission application. I did not know that I had to pay the biometrix fee along with the application and application fee, and so, my permission was denied. Now I am in China and my job is forcing me to stay there for longer 6 months. Can I reapply for re-entry permission outside the US? If so, I saw a form that says the fee can be waived if you were already outside the country, because I cannot go back to the US to get the fingerprinting. Which form would I have to file for application of re-entry permission out of US?

You need to get fingerprinted before you leave the US.

The rule you mentioned is for the people who were already out of the US when the rule came out.
