apply I-131 while not in US

Hi,
I am in hk now. I will stay in boston for about 3 weeks on Sem. and I am GC holder.

Is it ok that I fill and sign on I-131 and mail to my relative in US. Then ask them to file the I-131 for me before a week I fly to US.

The way, it is likely that the fingerprint appointment letter could arrive within those 3 weeks I stay in US.

Is it work?
