Vacations for Green Card Holders Outside USA

Hello,

I am a travel agent trying to assist a green card holder with a vacation. He no longer has a passport and tells me that is now impossible to obtain a new one (he is from a Russian republic). In the past he has traveled to the Bahamas, Dominican Republic and Mexico but with the new passport rules, I am not sure how he is affected. Is there anywhere in the Caribbean that he can travel with just the green card and no passport other than Puerto Rica or the US Virgin Islands?

However, citizens from former USSR are now citizens of Russia, Ukraine, Belarus, Uzbekistan and several other countries like that. Therefore, he should be able to get the passport from whatever country he is citizen of.
