NEED HELP ! Travel document lost in mail.

Permanent resident (green card) applied for a travel document in May 2019. After proving finger print traveled overseas in June 2019. Call USCIS travel doc delivered in July. Check mail every day never received. Almost 6 months overseas now. Does this person need to come back soon? Or is it able to get the travel document without coming back (and be back before travelling 2 years)?

To avoid a mandatory secondary inspection, you should come back before 6 months are up.
