          while filling the i-131 form,
you can opt to collect the reentry permit at any usa embassy/consulate in your native country.

          have you applied?

            1. For uscis to process & approve your application, you should have
            - applied for I131 while in the US at least 60 days prior to the intended departure
            - appeared at an ASC to provide biometrics and photo
If yes, then the consulate you listed in part 3 of the I-131 will send you a notice (regular mail) to pick up the permit.
They will most likely not call you as you need the actual notice+passport/green card to pick up the permit

            2. Reentry permits are Usually valid from the date your application was approved.

              thanks for the reply

              couple of clarifications though:

              1. (regular mail) you mean by post/courier to my mumbai address i mentioned in my i-131.
mail telling me to pick up the permit from the mumbai usa consulate.

              2. application approved date would be the same date (or +2/3 days) when they mail me the intimation to pick up the permit from the mumbai consulate, right?
(when you say 'usually valid', you mean there could be an aberration?)

                1. Yes.
                2. application is approved in the US (day1) Permit printed in the US (day 2-5) and then shipped to the consulate (7-10 days ?), then they send you mail (2-3 days), you pick up the permit

uscis emailed me this on 29may:

'On May 29, 2020, we sent a request for additional evidence for your Form I-131, Application for Travel Document, Receipt Number LIN209 **** 4. The request for evidence explains what we need from you. We will not take action on your case until we receive the evidence or the deadline to submit it expires.'

                  1. is it a mail/courier to my usa address i mentioned in my i-131 form. (am currently in india)
-email did not state what specific request/additional evidence.
when i login to my uscis account, it only says the above quoted text.

                  2. typically what could it be (it's been 4.5 months since my fingerprints were taken)

                  3. telephone calls are unanswered (maybe short staffed or tel. facility timebeing suspended)
-should i persist on telephoning uscis. (my wife who's in nj currently, tried calling)

                    1. You won't know unless you get RFE in the mail. The notice to pick up is the same address you put in Part 3 of the I-131
For RFE, I do not know if it will be sent to the US or India address (I am assuming India address as they know you will be out of the country from XX - YY)

                    2. Could be request for more documentation or something you may have missed when filing the form (example: only sending the front of I-551 and not back, etc)

                    3. You can try but won't have much luck. They usually do not disclose RFE information on the phone.
Also, you will need the physical RFE notice as it is should be sent with the requested documentation (barcode on the notice makes it easier for them to track)

Your documents must reach the USCIS within 60 days from the date on RFE notice. There is no grace period.

this is the second part of the email (from uscis

'Please follow the instructions in the request for evidence. If you do not receive your request for additional evidence by June 13, 2020, please go to www.uscis.gov/e-request to request a copy. If you move, go to www.uscis.gov/addresschange to give us your new mailing address'

i reckon they would mail the request notice at my usa address.

please attempt a shot in the dark...
what if i had filled the i-131 form correct, full, all sides, relevant replies to each query, attached photostat of my gc & passport...

                      what could their request be?
                      and
could they still arbitrarily reject my permit?
