Apply Re entry permit before leaving for India

Hi my mum dad currently in USA and planning to return to India but want to apply for Re entry permit so they don't have to come back within a year due to unprecedented COVID situation.
Could you please tell me if they need to wait for biometric appointment or they can just leave USA within week after applying for Re entry permit? I'll be here in USA to receive permit or other post.

If they leave before the biometrics appointment then they will have to come back to the US for the biometrics appointment. The biometrics appointment must be in the US.
