Reinstating Green Card (unique situation)

Hi,
I have an unusual situation. My parents got their Green Card through the relationship in 2017, but because of my mom's illness, they could not enter the US. After that, they never thought they would move to USA, until recently my mother passed away, my father showed interest to move to USA. How could the residence be reinstated? Any guidance will be very helpful.

Did he get an actual green card? Did he enter the USA on his immigration visa?
