FAFSA and I-864

According to DOS, student assistance to attend colleges is not considered federal means tested public benefits.
I just want to confirm that financial aid available through FAFSA (Free Application for Federal Student Aid) doesn't violate the sponsorship agreement in I-864 ?

I'm sponsoring my oldest son for his Green Card. He will attend College for his Master Degree. So I have the same question, does applying for Higher Education assistance violates the requirements for means-tested public benefits????
