Overstaying

My friend who is a greencard holder overstayed for 12 years in the Philippines. He wants to visit US. What shall he do?

He worked for more than 10 years in the US and is now qualified to file his retirement with SSS. Can he still avail of this benefit?

If he was out of the US for that long, he lost the GC. He would need a normal visitor visa.
And, btw, the term "overstay" is used for something different: people staying in the US longer than allowed.
As for retirement benefits, they can be paid abroad. See the Social Security website: www.ssa.gov/
