Minor passport renewal

Hi

i am jagat. me and my wife residing in australia. we are permanent resident. we got one chile he is also australian permanent resident

my question is regarding to my son passport renewal.
my son staying with his grand father and mother in india. and his passport is expired we need to renew his passport which is expired in november 2013.
can my mom and dad renew his passport in india. tell me what is procedure for that.
