New Zealand Resident Visa rejected

Hi,

My New Zealand Visa got rejected because I got bonus point for my spouse and she is not able to meet the English Language requirement criteria. Also shared the pre purchase ESOL link with immigration officer, where immigration saying if spouse and dependent under 16 not meet English requirement then primary applicant can pre-purchase the ESOL tuition.

Please Suggest.
