Yes and despite misleading information on their Immigration site, you can not use their ESTA process if you have to answer YES to the "have you ever been convicted" question. Save the $20 and go straight to filing the regular tourist visa application. It will take about three weeks if you meet the good character requirements listed on the immi site.

When applying for an Australian tourist visa, you generally need to declare any criminal convictions, even if they have been expunged or removed from official records in the USA. Australia requires full disclosure of any criminal history, including convictions that have been expunged or sealed. Failure to disclose relevant information could lead to visa refusal or other complications. It's important to provide accurate and complete information in your visa application. If you have concerns or uncertainties, consulting with an immigration lawyer or contacting the Australian embassy or consulate for guidance would be advisable.

Yes, you must declare an expunged criminal record when applying for an Australian tourist visa, as it might still be relevant to the visa assessment process..
