Australian PR holder but unable to move because of COVID - RRV question

I am an Australian PR holder, but haven't moved to OZ yet. We had planned on moving in 2020 before COVID hit and travel ban was imposed. Say I have a job offer in Australia, and I get to move to Australia in 2022 or 2023 (after the travel ban is lifted) - the minimum 730 days required stay for RRV cannot be met due to COVID travel ban mainly. Do they accommodate for this? Or can I not apply for 5 year RRV regardless?

Also in case we are unable to move before my PR expires (in 2024) - does buying a house in Australia before then count as close business/personal ties to Australia? Can this be a justification for RRV?
