School and college fees in India for US born child

Thanks for reading this post.
My son is born in USA and has an US passport and PIO/OCI.
We are planning to go back to India (Mumbai) permanently. I wanted to know few things:
1) Is there separate fees for NRI students in schools or colleges in India (Mumbai)?
2) If yes, then how much is the difference in fees on an average for Indian students and NRI students?
3) Can we apply for Indian passport in US before going to India for my son?
