OCI - is naturalization certificate required for son who now is an adult

My son is got US citizenship when he was a minor through naturalization of parents. His indian passport was cancelled and we have his renunciation certificate also.

He is now an adult. He does not have a naturalization certificate. But both parents have naturalization certificate.

Is there a way to apply for his OCI card without naturalization certificate?
