Indian Power of Attorney and POA from US Consulate

I have GC and would like to rent my property in India. I have already created a Power of Attorney in India on Stamp Paper. But I was told that since I am an NRI I need another POA from India Consulate in SF.

1) Do I really need another POA from Indian Consulate (in addition to POA from India) ?
2) If yes, how much valid that is in case of legal dispute in India ? Shall I use thts instead of the one created in India ?
