  • New rule for Canadian PRs

There is a new rule on immigration site which states that a Canadian PR can be legally out of Canada for 3 years, out of any given 5 years period. Does this new rule apply to everyone, or only to people who received application after particular date. I Landed in Canada in August 2002, as per old rule I have 6 months before I go to Canada, but new rule says I can be out of Canada legally for 3 years, does this rule apply to everyone?
    Any ideas.
    Thanks in advance

    new rules

I am also curious to know what about the new rules. But I feel that rule is not PR's. I will ask my consultancy about it.
