Visiting Canada in May on Greencard?

Hello Members, my wife has a permanent resident card and she wants to visit canada in may for a week. I was wandering with the new Law in effect: that passengers require their passorts to travel in Mexico and Canada,
1. what paper work does she need to travel.
2. Does she need to apply for a Canadian visa?
3. She has an Indian passport, is she going to get any problems while travelling? (she is travelling by Train)
