Documents Required?

I plan to visit Tijuana to shop and eat lunch. I drive to the last exit and park on the US side. I take the shuttle bus to Revolution and shop and eat and buy some antibiotics and colognes and jewelry. What documents are required now? I have a passport and a photo Drivers License. Is that enough? I heard there is a Tourist card that costs $20. Is that required? Please advise.
