Canadian PR for US H1 Visa holder

Since i am working in US, do i still need to give IELTS exam to get the language eligibility? i heard that a person working in US need not to write IELTS.

Also please give some references of Immegration consulting firm, i would like to process my application if a firm is having good track record.

I applied in July 04 from New Delhi, and my AOR is 7th Oct 2004. Pls let me know if I have H1B Visa...whether i can transfer my file from India to US/Baffalo/Seattle, etc. I am applying for H1B for 2008.
