Canadian visa for B1 holder

I am canadian and I have a friend who lives in Thailand and she will visit her sister actually studying at Logan University of UTAH. She will visit her sister under B1 VISA and I wondering wether under a B1 Visa, this person is allowed to cross canada border and visit in my country for a week ?
