In Person Canadian Visa

Dear Team,
I am in USA on H1B Visa and I need to visit Canada to attend family function.

I checked Canadian Immigration Websites and it says they need atleast 8 weeks of time to process Canadian Visitor Visa.

I heard from my friends that, we can also apply for Visitor Visa by visiting Local Canadian Consulate.

I live in South Carolina.Can I go to Atlanta or Raleigh Canadian Consulate and get the visa?
