H1B stamping

I currently hold a L1B and want to go to either Canada or Mexico to get my H1B stamped. I`m hearing that we have to return to our home country to do stamping and we cannot do this in either of the above consulates. Pls. reply.

... go to either of these countries for the visa stamping.

Its just a matter of calculated risk on what happens if the visa is rejected.
