Parents visitor visa refused 3 times....Please Help!!!!

My parents visitor visa got rejected 3 times inpast 2-3 yrs from Delhi consulate. Does anyone know if there are any ways that they would be able to get the visa. We have property and everything in India, but still they refuse us under the section 214b saying that we lack residence. Anyone please suggest if there is any way to get around this problem.>:

are all the kids in US........whts your parents age......are they working......
Why are they saying lack of residence........did your parents show their home documents......
