how can i apply for a visitor visa from the US

sir,
i need to know the details for applying US visitor visa for my sister (currently at singapore).
i want to get the visa here in the US and send it to her, is there any way i can do that ?
plss help me in this regard as soon as possible, bcas she is in emergency.

First of all, this forum is for Canadian visitor visa and NOT US visitor visa.

You can NOT get visa for her and send it to her. She has to apply in person at the US embassy/consulate.
