Does a non american travel visa holder require a visa to come to Canada?

My boyfriend recently went to new york and will be staying there for a few months. He would like to come visit me here in Canada while he is there but is not sure if he requires a visa to get across the border. Does anyone have any information on whether or not he requires a visa? I have been getting multiple different responses, and when I try calling the consulate there is no phone assistance just recordings. If he does require another visa to come here please tell me how to start the process and how long is it going to take. Someone told me that all he needs to do is carry his passport visa and some form with him to the border but I do not know how true this is. can someone PLEASEE ! help.
