passport submitted at los angeles consulate

Hi,

it's been more than 3 weeks since the passport has been delivered to LA consulate in California.no update after that, not even in CIC profile.
i heard all passport submitted in US are printed in ottawa. any idea? i have contacted IRCC and got a generic reply, also i have sent email regarding this to LA consulate and Ottawa consulate, no reply so far.is there any other way to contact them?
any help is appreciated.

I have a question:
How much payment has to be made for person who has given biometrics and the person who has not given biometrics? Assisted Service fees has to be paid? I made an online application and biometrics is done.
Did you send the passports and payment to a single place in a single package?
