Is IELTS mandatory for Canada PR, if on H1B in US?

Hi,

I have been working in the US for 4 years now on H1B, and am thinking of applying for Canada immigration. Do I have to take IELTS if I work in US while applying for Canada PR?

Is there anyone here who applied for Canada PR from US while on H1B? Did you give your IELTS scores? If so, do we have to include the score while submitting the initial application or is it required only at a later stage?
